The size is 2" left-right, 3 cm top-bottom, 3mm width. Yes, that's one object measured using 3 units of both imperial and metric.
Designed for 0.4 mm nozzle. Printing this correctly will prevent the nozzle from moving side way between teeth of the comb. Moving like that will create a web of plastic which render the comb useless, or require a lot of post processing to clean that up.
The comb teeth are as fine as 0.4 mm nozzle allow without significant risk of elephant foot merging them up.

If you want pattern on the comb, like shown in the image, set TOP layer to 0 and infill to have the pattern you want. For mine, I use Cross infill in CURA. You can also use BASE layer 0 to make the pattern through the grip itself.
