Creativity finds a way.
From a not-too-distant past: a relic of a different time. This is a parliament, a congress, a House of Commons, etc., so-to-speak.
It's also a monument. It wasn't torn down. It was left to rot and decay, a reminder of a bad idea they don't want to repeat.
History aside, it's a really cool piece of architecture. You can even tour the inside and grounds in VR (do a search for vr and the Buzludzha Monument).
The inside was beautiful and the outside was built to endure centuries. But it didn't. It only lasted a few years. So it's off-limits, wink-wink.
