I updated the SCAD (openSCAD), there are only a few parameters to play around with, but it now includes neck diameter and length.
I also uploaded split versions of the head, with a longer neck to allow for a longer connection surface (this is another SCAD parameter). The head can by printed with supports and the base without, then glue together. I allowed a 0.1mm tolerance (so the neck is 15mm diameter and the hole in putin's head is 15.1). If this is too tight for your printer adjust the SCAD or let me know and I will see what I can do.
