More than just a 1x2. It's tapered at the bottom, which centers the tube. Therefore, this container is meant to store the toothpaste top side up. Since the top is what you see and grab, I think this facilitates a more efficient teeth brushing experience. It also seemed easier to guide the thin bottom edge of the tube back into the container, rather than having to carefully align the larger, tighter fitting top into the container.
