I’ve been thinking on this type of spinner for almost a year (I’ve had a prototype on my desk that I play with all the time). The basic mechanics of how it works is the chrome steel ball (which is magnetic) sits on the magnet in the wrapper base and spins easily while also staying attracted to it.
Important: You will need 10mm Chrome Steel Balls and 8x3 Neodymium Magnets (one of each per fidget)
Please Note: Use a Chrome Steel not a Stainless Steel ball. Stainless steel balls are not magnetic (or they can be lightly magnetic), if you use these the peppermint candy tends to fly off the wrapper base when you spin it.

3D Printing Instructions: PLA works great (I used transparent PTEG for wrapper base to make it look more like a wrapper but you could use PLA) 0.2mm Layer Height Infill 15% No supports needed
I have also included a 3mf file with the following print profiles: Print Plate #1 (2 pieces: top & bottom of peppermint candy): two colors, PLA Print Plate #2 (wrapper base): one color, PETG
How to Print & Assemble: Print the two halves of the peppermint candy and then insert a 10mm Chrome Steel Ball into the center of one side and super glue the other side onto it (making sure to line up the stripe pattern).
After printing the wrapper, insert a 8x3 neodymium magnet into the center hole. It is a snug fit but you can also use a little super glue if you’d like:)
