It looks like the spikes are broken on the model? In the viewer you can only see one side of them and when loaded into a slicer they don't have any thickness to them.
BUT I loaded it into blender and the topology is AMAZING. I dont think it was made for 3d printing because of this. If it were to be made for 3d printing the topology really wouldn't matter. Game assets are made this way so the textures dont stretch.
