A common problem with Lionel locomotives that featured "The Mighty Sound of Steam" is that the circuit board was mounted to a thin sponge that gradually deteriorated. The circuit board would then short out against the metal chassis. So this is a fix, an elevated holder for the circuit board that prevents it from shorting out. Glue the standoffs so that they're flush with the holder. Use #6 machine screws through the base to keep the holder in place.
