New CHOIS Expansion Part: Top Cap

I added a new small expansion part for CHOIS: the CHOIS Top Cap.

This part lets you use the Valet Stand structure without the top hanger unit, turning it into a simple utility rack for hooks, trays, bags, keys, and everyday items.
